It may be above your price range as well though but it does a great job at modeling much more expensive microphones. As far as microphones go I LOVE my Slate Digital VMS ML-1 mic. I had one for years and it does a great job at a cheap price. Next for an interface get a Scarlett 2i2. Just look for studio reference headphones online and read some reviews. I use the HD650's and they're fantastic, but you may want to find cheaper ones. Dorm rooms usually suck acoustically and you'll have to worry about keeping it quiet. Since you're in a dorm room i'd go with solid reference headphones instead of studio monitors. For years prior to this setup I had monitors in a very un-ideal room with minimal treatment and because I referenced mixes before releasing it was never an issue. The room isn't perfect of course, but because of the measurements I know exactly where its lacking and it still sounds fantastic and translates incredibly well when referencing in the car, headphones, AirPods etc. Then I bought a cheap acoustic measurement mic to pair with REW to take some acoustic measurements and got it as good as possible. My setup was a combination of purchased and home-built acoustic treatment. If you build your own bass traps and panels from rockwool or fiberglass insulation and some wood and fabric you can probably treat most rooms for less than $1k. It doesn't make sense for OP in this case, but you do NOT need a 5 digit investment ($10k+) in your studio to get great use out of studio monitors. I wouldn't say mixing / mastering in a home studio with monitors doesn't work.

If you want to mix just for fun, try a simulator of Reference Monitor With Acoustic Treated Room, keeping in mind that you WON'T invest time/money on mixing in your room. You as an artist do the fun part of the music production (the creation). That's the job of professional studio owners, who have the painful burden of spending thousands of hours listening and mixing for others the worst songs you can imagine, just to pay the bills. Don't get stuck at home with engineering and recording sound quality. That's the best investment you can do as an artist. Write your songs (a shitload of songs), pick one third of them to work (only the best ones), polish them, go to a professional studio and get them done. Get any speaker you like just for resting the ears from headphones. If you want to produce your material for your projects, being an artist, don't invest in Reference Monitors and mixing/mastering in your home studio. If you want to produce for other people, being a professional producer for a living, you'll have to do this investment. Monitor speakers only work properly with a proper room with proper acoustic treatment, which costs five digits. Mixing/mastering in homestudio with monitor speakers doesn't work.
